Bombardier wins $16 million U.S. order for China

Bombardier Transportation, with joint venture partner New United Group, has signed a contract with CSR Nanjing Puzhen Rolling Stock Co. Ltd., Bombardier said Thursday.

Bombardier will supply engineering, manufacturing, testing, commissioning as well as initial spare parts for the propulsion and control system of CSR?s new metro trains to be delivered to Dongguan Rail Transit Co., Ltd.

The total value of the contract is approximately $28 million U.S., with Bombardier?s share valued at $16 million U.S., the company said.

Bombardier MITRAC equipment will be delivered from Bombardier Transportation?s production facilities in Vasteras, Sweden and Changzhou, China.

The project marks the first application of MITRAC propulsion and control equipment in a Chinese metro system with an operational speed of 120 km/h.

The 37-km line is to be the first metro line in Dongguan and is expected to go into service by 2015.

Report: Ex-British minister sold secrets to Czechs

(AP) ? The British government said Thursday it would investigate claims an ex-minister sold information to communist spies for a decade during the Cold War in clandestine meetings in cocktail lounges and swank restaurants.

The BBC reported that files in the archive of the Czech Security Service show that Raymond Mawby, an ex-Conservative Party lawmaker who briefly served as a junior minister in the mid-1960s, provided intelligence to spies working for Czechoslovakia ? then a communist state ? for a decade from around 1961 to 1971.

According to the files, Mawby offered information on his colleagues and even provided a sketch of the layout of the prime minister's office at No. 10 Downing Street.

"Mawby has also promised to carry out tasks such as asking questions in Parliament according to our needs," the BBC reported his handler as writing.

George Young, leader of the House of Commons, told legislators that the government would make "appropriate inquiries to see how we might get the full picture in the public domain."

Young, who said he had known Mawby, insisted that "only one side of the story" had been put forward.

According to the BBC report Thursday, the files claim Mawby was first approached at an embassy cocktail party, and later met with Czech intelligence officials in upscale London venues. He had been targeted as a result of his fondness for gambling, with the Czechs correctly assuming he would accept their offer of payments in return for information.

Mawby did not have access to prized intelligence or secret papers. He left the House of Commons in 1983 and died in 1990.

Britain's most famous lawmaker spy was Labour Party legislator John Stonehouse, a former communications minister who also acted as an informant to the Czechs through the 1960s. Papers released in 2010 by the National Archives show that, after he had been exposed, Britain's government covered up his activities as there was too little evidence to put him on trial.

Stonehouse faked his own suicide in 1974, leaving a bundle of his clothes on a beach in Miami. He was discovered less than a month later hiding out in Melbourne, Australia.

NYTimes starts Chinese site; microblogs go offline

(AP) ? The New York Times started a Chinese-language website Thursday that generated so much interest in China two of its microblog accounts drew thousands of followers and then were apparently taken offline for several hours.

The Times' accounts on microblog sites hosted by two popular Chinese web portals were offline Thursday morning, said Craig Smith, the paper's China managing director. "We are seeking to clarify the situation with those accounts," said Smith, adding that the Chinese site cn.nytimes.com has not been affected and continued to receive "strong traffic."

The paper's Chinese microblog accounts were activated on Wednesday, attracting around 10,000 followers on Sina Weibo within a day and several thousand users on other sites. But on Thursday morning, the accounts hosted by Sina and Sohu.com appeared to have been taken down. The account on Tencent, another popular portal, remained active but functions such as commenting and forwarding posts were apparently disabled.

By late afternoon, the Times' Sina microblog site was accessible again.

The Times had no indication its microblogs went offline because of the company or its content, or if a technical problem occurred, Smith later said.

Sina public relations staffer Mao Taotao said the site could be accessed and the company had no reports of problems. A male customer service staffer at Sohu surnamed Wang would not comment on whether the Times' account was offline and would say only that he had passed on the query to the relevant departments.

The Chinese blogosphere lit up with speculation that the Times' microblog sites had been censored.

Bloomberg's English-language site, meanwhile, appeared to be inaccessible from mainland China. Bloomberg spokeswoman Belina Tan said the company was looking into reports of technical difficulties on its China website.

The online outages are an indication of the challenges that foreign news organizations face in trying to reach out to the Chinese audience, for whom the main sources of information remain state-controlled media.

The Times joins the Financial Times, the Wall Street Journal and several other English-language news titans in offering news in Chinese to tap into the huge China market and break the government's controls on information.

Regulations prohibit foreign companies from distributing news directly, and to get around that, the Times, like its predecessors, has located its servers offshore. That tactic also leaves them susceptible to being blocked by censors and thereby jeopardizing their advertising.

The Wall Street Journal began its Chinese offerings a decade ago. While the site has struggled at times, executives have said over the past three years it has thrived, reaching more than 35 million page views a month. After it posted an article in October 2010 about the Nobel Peace Prize being awarded to jailed Chinese dissident Liu Xiaobo, the site was blocked for five weeks and lost half its page views, according to a presentation one executive gave a business group.

Finding Balance in an Imbalanced World

For the next week (or two), we?ll be sharing ?audition? pieces from folks interested in being new staff writers at Get Rich Slowly. Your job is to let us know what you think of each of these writers. Her previous try-out piece was about the power of community.

So many of our thoughts regarding financial goals stem from our parents and our experiences. Some of us run toward the money blueprint our parents set before us; some run away from that model, seeing its faults. My perspective has been shaped by three people: my mom, my dad, and my best friend?s mother.

Role Models
My parents had completely opposing views. Both my mother and father were raised by parents who lived through the Great Depression and who were very frugal. My mom learned how to be extremely frugal herself. She?d never fulfill even her deepest desires when we had money, wanting to save it away like her family had done. It was difficult to buy her a gift, as she would always be so critical of the money we spent on her?even if was for something we knew she really wanted.

My dad, on the other hand, wanted to fully enjoy life, so he purchased many items on loan, like vehicles, boats, and motorcycles, and he did not mind using his credit cards or loans. While my dad did buy too many things on credit, some of his purchases were smart, even if they were on credit. For example, I have amazing childhood memories of fishing and waterskiing with the family on our boat?memories I am not sure would have occurred if he had waited until he could make in purchase in cash.

As a family, we never had a time when bills weren?t paid, so growing up, I never considered the negative sides of credit. Credit was more like a tool, a resource; it was there so we could realize our dreams today.

However, while my dad was not scared to spend money, he went through much of his adult life with a significant credit card balance and did not achieve a zero balance until about a few years away from retirement. He always had a certain amount dedicated towards his retirement, but in adding up all the interest he paid over the years on various other purchases, he could have saved a tremendous amount of money for retirement.

Finally, my perspective is shaped by my best friend?s mother, who was a lovely and amazing person. She raised my best friend single-handedly, but was still able to save up a considerable sum for her daughter?s college. She had specific financial goals that she kept and was fully engaged in a financial plan to make sure she would be set during retirement. In addition to saving for retirement, she was also saving for a wonderful once-in-a-lifetime trip that she could take with her daughter upon her retirement. But two years away from retirement, she died unexpectedly.

My Own Blueprint
I see the different sides so clearly now.

In looking back at my family, I realize the hidden costs of the use of credit. While my dad did save for retirement, he didn?t have an emergency fund. If something unexpected came up, we had to scrimp to pay all of the bills.

Because there was no safety net, my mom was even more apprehensive about spending money. Fights over money were constant. My mother was constantly scared that if a rainy day occurred, we would have nothing to fall back on and she yelled when my dad bought nice gifts for others in our family. Yet, I?m grateful that he made some of the purchased he did, like the boat. Purchasing a boat through a loan led to amazing family memories. My best friend?s mom scrimped and waited to create such lifetime memories?a day that never came when the music stopped too suddenly for her.

So how do I apply all of these life lessons to my life? From my best friend?s mom, I?ve learned that nobody is promised tomorrow. From my dad, I?ve learned that we must enjoy life and make memories now that will last, but not to take this philosophy too far or become so comfortable with credit card debt that I use credit for too many things that are unnecessary and that I will not remember in 20 years. But from my mom, I?ve learned that we need a safety net and we must be careful with credit cards and loans; too much debt in a family can lead to uncertainty and strife.

Taking these competing values have shaped my financial goals: I want to pay down debt and have a nice financial safety net, but I want wonderful memories while my children are still young like a family vacation.

Putting Theory into Practice
Taking my monetary philosophy and personal values, it?s time to turn to my month?s log of purchases to see if my purchases are keeping these principles in mind:

  • $26: Dinner at Steak and Shake: This was mixed. Although we went to treat the family as a reward after my daughters had a wonderful dance recital, I should have cut back and just taken the kids for shakes and sat at the counter. Sitting at the counter drinking ice cream shakes would have been as much of a treat.
  • $29: Lunch at local sandwich place for the four of us: no, this was not keeping our values and principles in mind. I felt too lazy to make lunch at home, but it was not memorable and we could have made items at home for cheaper.
  • $18: the Hunger Games trilogy: yes, this was a good, relatively inexpensive purchase that kept my principles in mind. I enjoyed the books, knew that I?d want to read them now, re-read them, and let my daughters read them when they are old enough. In addition, I shared them with four other friends and we had such fun talking about the books and planning to see the movie when we all finished the books.
  • $7: personal novels just for myself: no, this was not keeping my values in mind. I should have borrowed the book from the library. Although it was cheap, it was a one-time use and did not contribute to special memories.
  • $35: a variety of children?s clearance books: yes, I bought the books for the same price I can sell them for in a fall children?s boutique sale so even though I purchased the books when I could have borrowed them, I can keep them longer and still get back as much or more money on this.
  • $62: two swimsuits: yes, this is keeping with my values because my swimsuit from last year did not make it and I have no swim suits. Our children want to go swimming a lot this summer so this purchase will permit me to make nice family memories for a reasonably low cost.
  • $212: camera: I should not have bought the camera. I thought that this camera was needed for our family vacation this year, but in hindsight, I have an older camera that I still could have worked.

By creating a fiscal value log where I?ve evaluated the purchases I made last month, I?ve learned that I could have saved an additional $261 in one month.

My current fiscal log has only the purchases that I made. However, in applying those values to my purchases, I realize that I haven?t considered the purchases I was sorely tempted to buy but didn?t. In looking at how to save money, I want to expand my log to include items that I was strongly considering purchasing but didn?t. This will help me by giving me gold stars when I resist the urge to spend and will better help me to fully understand how I make purchasing decisions.

WWE Studios teams with Troika Pictures on "The Hive"

STAMFORD, Conn. - As first reporeded by Deadline, WWE Studios and Troika Pictures announced they will co-produce and co-finance the upcoming thriller, "The Hive," starring Halle Berry and Abigail Breslin. Principal photography is scheduled to commence July 6 in and around Los Angeles.

The thriller, to be directed by Brad Anderson ("The Machinist," "Transsiberian"), was written by Rich D?Ovidio ("Exit Wounds," "Thir13en Ghosts") and based on a story by Rich D?Ovidio, Nicole D?Ovidio and Jon Bokencamp.

In the film, Emergency Call Center Operator Jordan (Berry) takes a call from a teenage girl, Casey (Breslin), who has been abducted and carried away in the trunk of a car. The kidnapping plays out in real time as Jordan and Casey work together to track down the killer in this high stakes thriller.

"The Hive" is being produced by Troika?s Michael Helfant, Robert Stein and Bradley Gallo, WWE Studios? Michael Luisi and Jeff Graup. William Gallo, Philip M. Cohen and Chip Rosenbloom are executive producers.

"'The Hive' is an ideal addition to WWE Studios? slate of films given its strong award-winning cast and exciting story," said WWE Studios president Michael Luisi. "We are looking forward to working with Brad Anderson and Troika Pictures on this picture."

"We are very excited to partner with WWE Studios on this production," added Stein and Helfant. "WWE has a passionate fan base and incredible marketing muscle. We look forward to working with Michael and his entire team."

WWE will utilize its extensive global reach through its television, digital media and print assets to market the release of the film. Sierra Affinity is handling foreign pre-sales. Sony Pictures Worldwide Acquisitions (SPWA) has U.S. rights.

Alaska wreckage from deadly 1952 military plane crash

ANCHORAGE, Alaska ? The wreckage of a military plane found near Knik Glacier?earlier this month has been identified as a Korean War-era Air Force cargo plane that crashed in the 1950s, killing all 52 people on board, NBC?station KTUU?of Anchorage reported Wednesday.

The identification brings closure to victims' families after nearly 60 years, KTUU said.


Joint POW-MIA Accounting Command spokesperson Capt. Jamie Dobson said?the wreckage,?discovered June 10 on Colony Glacier, about 45 miles east of Anchorage,?by a UH-60 Blackhawk crew with the Alaska Army National Guard-- is that of a Douglas C-124A Globemaster II that crashed?on Nov. 22, 1952.

While evidence collected by the eight-man team?is en route to JPAC?s Central Identification Laboratory in Hawaii for further analysis, Dobson told KTUU?the plane was identifiable by materials found at the scene.

"Some of the evidence has already been positively correlated with this crash," Dobson told KTUU.

Harsh weather prevented a recovery at the time and later searchers could not locate it.

The Globemaster II entered Air Force service in 1950 as the world?s largest transport plane. Its forward loading ramp and aft cargo elevator, as well as its ability to carry 68,500 pounds of cargo or 200 passengers on two decks of seating, made it the Air Force's primary heavy-lift transport into the early 1960s, KTUU reported.

The four-propeller transport was eventually replaced by the C-141 Starlifter jet, but its name lives on in Alaska skies with the C-17 Globemaster III, operated by the 517th Airlift Squadron at Anchorage?s Joint Base Elmendorf-Richardson.

Crash researcher Tonja Anderson, whose grandfather Airman Isaac Anderson died in the crash, told KTUU the cargo plane was on a flight from McChord Air Force Base in Washington to Elmendorf Air Force Base in Anchorage when it crashed near the 8,000-foot level of Mount Gannett.

Pen & Pro$per: 5 Easy Steps to Great Story Writing!

What?s the secret of writing a story in a jiffy - without pain or writer?s block?

There?s no shortage of ?how to? tips on the web. Do this, avoid that... But when you come down to it, only five things really work. Try this little 5-step plan for yourself and you?ll find, if you have any writing skill at all, the process will simplify your writing life.

Step 1. Give yourself permission to draft nonsense.

The first rule is to write something every day - but not care too much what you write. Be lazy. Drop in the first expression that comes to mind. Tired, formulaic words? Welcome them!

If you stop at every line, chew your pen and try to enhance what you?ve just written, you?ll get nowhere. Most of your fussy rewrites, at this stage, will be wasted anyway. Probably, you?ll edit them out later.

It?s simple and painless to work on a bad draft. The story?s already written (you?ll tell yourself). ?I just have to fix it!? That?s more fun than agonising over an empty page.

If you need another reason to write sloppily - at draft stage - note that bad writing also does away with writer?s block. Clinical depression apart, writer?s block is usually just a pointless quest to get stuff right the first time.

If you plan to write rubbish, you can?t help succeeding.

Step 2. Spend a lot of time with your tv.

Love television soaps? Now?s the time to make them work for you. Watch a popular drama series and make notes. Check the body language of the characters. How do the actors portray emotions - and how do the other characters respond?

Imagine somebody is telling a lie. What are their eyes doing? Their fingers? Is their voice calm or broken? Do the other characters catch them lying? If so, how do they behave?

Notice the scene shifts too. Few scenes today last for more than a few minutes. How does the play hold your interest when it shifts between scenes - or is interrupted by commercials? Probably, each scene ends on a note of uncertainty or intrigue.

Make a note of each scene hanger. Each could be a template you might use in a story yourself, to tie together the plot breaks.

Step 3. Be a discreet ?fly on the wall?.

Overhear conversations in public places. (This is a great excuse to hang out in bars.)

Listen hard, though unobtrusively, and you?ll know what folk really do when they converse. Pay special care to odd phrases, jargon, twists of speech. All could add colour to your story. Compile a file of ?real dialogue? snatches to draw on later.

Did you notice how people do not speak the way they do in novels - or on the stage? Nobody delivers a perfectly formed sentence then waits until the other person does the same. Everything is a buzz. Half-formed sentences collide with others. It?s a miracle that communication ever takes place...

Convey something of that realism in the stories you write and they?ll become instantly more plausible.

Step 4. Do little ?meditations? every hour.

All pro writers carry a notebook, of course. But use it this way. Make a habit of stopping wherever you are, at random. Take a real hard look at the scene around you.

Are you in an office? Cafe? Street? Are you gazing at a mundane shop window or notice board? Is it dull, dull, dull? That?s great!

Imagine it?s the first time you?ve seen such a thing. How would you describe it, using every one of the five senses - so that your description glows with sensuality? Write down that moment of perception in one short sentence.

This is not the time for sloppy words. Choose exactly the right ones. Compose a prose poem. Keep it short - and keep it safe. You may be able to use it in a story later. If not, no matter. You?re training yourself to observe.

That little drill is tough. We?re so used to taking our surroundings for granted. But once it becomes a habit, you?ll never again be able to write a dull description.

Step 5. Accept that your story will go through several redrafts.

Irving Wallace had to throw away three whole drafts of his lengthy novel The Prize before he thought it good enough to write ?finis?, And after it was published, to great acclaim, he wanted to write it all over again.

It?s a sad reality that even a ?perfect? story is full of flaws. You?ll never catch them all but most stories need a dozen rewrites just to be publishable.

Put your drafts aside for a month. You?ll be astonished at how downright bad they?ve become in that time.

Now you can rewrite them. Of course, the process never ends. But as Picasso once said of a painting: it?s never finished, just abandoned.

To be sure, commercial story writers can?t afford to procrastinate forever. They have to pay the bills. But long experience has taught them to get their work at least 70% right by the third re-write. That?s good enough. They also know that publishers hate work that?s 100% perfect. It annoys their copy editors...

True, the formula above is simplistic. But it works. Develop those five habits of successful writers and, if you have even the smallest amount of talent, your skills as a writer will develop fast - and your stories will sell.

Reader Mailbag: Music You Once Loved | The Simple Dollar

A few days ago, I found an old scratched-up CD copy of the album Traveling Wilburys while cleaning out a closet. There was a period in my life where I listened to that album over and over and over.

I don?t think I?ve listened to it for most of a decade, yet when I played it again, I could sing along to almost every song (even the rather long and complicated lyrics for ?Tweeter and the Monkey Man?).

Do I still get the strong vibe I once got from the music? Not really. It was still a wonderful shot of nostalgia, though.

Q1: Heading toward self-sustaining finances
You have mentioned a future goal of living off of the interest your savings accrues. Are you investing in Treasury Bonds, Mutual funds, or what is your portfolio like? Just curious because I would like to get there also.

As of right now, I?m just investing in cash. My long-term goal is to invest in treasury notes, but the return on those is so low right now that it would be a very poor decision to lock in interest rates at this point.

My plan is to wait until interest rates rebound and I can get a 5-6% annual return on such long-term investments, then I?ll lock down a long-term treasury note with my savings.

If I invest in stocks, it will be in specific companies with a long history of paying a healthy, stable dividend. After all, the purpose is income generation, not earning a great return.

Q2: Overwhelmed by home buying
I?m in the market for my first home. I have enough saved for my down payment, and I have my hard cap of what price I want in the home. There are multiple options for me to purchase, I was wondering what you reccomend for narrowing down the search? Do I use Craigslist/Zillow/real estate agent/facebook/{insert any of the billion other options here}? All the information is a bit over-whelming. I want to get the best deal, I have patience, should I look into short-sales or foreclosures? Just wondering where the best place to start would be.

I would start by reading more. All of the options you name have advantages and disadvantages.

My usual recommendation for a book for first time home buyers is Home Buying for Dummies by Eric Tyson. Hit your local library and pick up a copy.

It does a good job of going through all of the options you mention above, comparing and contrasting them, and helping you figure out which tools are right for you.

Q3: Board games with story
When I was younger, my older brother and I used to play this really great board game. As you played it, it told a horror story, one that was different each time you played. I really loved playing this game, but my brother had leukemia and passed away and my parents got rid of all of his stuff. My mind has wandered back to this game for many years and it?s something I?d love to have again. I think my friends now would enjoy it as we all love reading science fiction and fantasy and horror novels. Do you have any idea what game this is or if you know of anything like it?

I?m not sure how long ago your experience with your brother was, but I have a couple guesses as to the game.

Arkham Horror is actually one of my favorite games. It?s based on the horror stories of H.P. Lovecraft and takes place in Arkham, Massachusetts in the 1920s. You move around the board to different locations in Arkham, accumulating weapons and other items, and often fighting monsters in the city streets. Usually, the game ends with a big battle against a particularly nasty monster. One to eight players can play, and it?s cooperative, so you?re working together to win as a group.

Betrayal at House on the Hill is a game for three to six players where you explore a haunted mansion. There?s a traitor in the midst, however, and the other players win by discovering and defeating the traitor.

Both of these were available several years ago and both are wonderful games. I admit to having a very soft spot for Arkham Horror, though.

Q4: Keeping cash on hand
Do you think it?s a good idea to keep some cash on hand somewhere in your home? I?m often afraid that my bank will fail and that I?ll have no access to my savings or checking.

I don?t think there?s anything wrong with having some cash on hand for emergency purposes. However, having cash on hand presents a completely different kind of security risk.

If you?re holding cash yourself, it?s at risk of your forgetfulness, home robbery, and a disaster that destroys your home. There?s no recovery from these situations ? the cash is gone (unless you forgot where you placed it and serendipitously find it again).

I wouldn?t keep more than a few hundred dollars in cash in my home. I would not feel safe doing so. I feel my cash is much more safe in a FDIC insured savings account.

Q5: Personal GPS?
I?m a Canadian, but I enjoy travelling to American cities for vacations. Several times while I?ve been walking around city streets, I?ve wished I had a personal GPS which would tell me which way to walk or take public transit to get to my destination, just like Google directions. The older I get, the more difficult paper maps are to read. I?m happy with my basic pay-as-you-go cell phone so I don?t want to change to a smarter one in order to get internet access which I would only use while travelling. I also don?t want to walk around with my heavy laptop. I?ve thought of getting an ereader or an ipod to use just for their internet access because I don?t need them for their main purposes. Do you have any ideas?

A good portable GPS device does these things quite well.

For example, a Garmin Nuvi 350 can give you great walking directions whenever you?re at in the United States. It will vocally tell you when to turn and aid you in finding interesting things near you. They also have built-in metro maps for almost every city.

A lot of higher-end smartphones have great downloadable GPS programs that do these things as well, but a high-end phone is a big expense in its own right. If you just have this specific need, I?d get a unit like the one linked to above.

Q6: Infinite Summer
I know you?re a voracious reader. Ever participated in Infinite Summer?

I have read Infinite Jest, but I?ve never done it in a summer reading session/book club like this one.

I really enjoyed Infinite Jest. It was a very long read and, in places, a challenging read, but I thought it was a really fascinating look at addiction.

I?ve considered reading it again along with a group doing Infinite Summer, but this isn?t perhaps the best summer to be doing that.

Q7: CFL dangers?
Pretty much all personal finance experts say to use CFL light bulbs, but I have yet to see any that inform anyone of their dangers. Now I don?t know if the attached newsletter is true or if this can really happen, but I figure it would be better to be safe than sorry. I figured you would know more about it than me given the research you?ve done. If this actually can happen, I feel all the readers should be aware of it.

The PDF that Edward sent me was a hoax, which you can read about at this link (again, warning about graphic personal injury photos). The injury show in the pictures does not match what?s even possible with a CFL.

CFLs actually account for less mercury emission into the environment than normal incandescent bulbs. When a CFL burns out, you should just take it in to be recycled.

If one breaks, you don?t have to do anything too different than if a normal light bulb breaks. The only thing you should do differently is let the room air out for a while before you clean it up. Take the pieces and put them in a sealed container, then take the pieces to be recycled just like you would a normal incandescent.

I?m not really worried about CFLs for home use, though I will certainly switch to LED bulbs as soon as they have light quality good enough for home use.

Q8: Bank envelope with cash
Yesterday, I found a bank envelope with $600 cash in it. There was also a receipt in the envelope, but the receipt indicated that $1,000 had been withdrawn, so someone took $400 out of it before losing the envelope. I can?t identify an account number on the receipt, but I can clearly tell what bank it comes from. What should I do?

The honest thing to do would be to try to return the money to the owner. You could do this by posting a few signs near where you found the cash. Simply state that you found something of value in this area and you?ll return it to the rightful owner upon proper identification. A few details about the situation (I changed the exact specifics in the question above) should make it clear if someone contacting you is legitimate.

Another option is to return the envelope to that bank. However, since you don?t have any way to actually identify the owner of the cash, it?s up to the bank to actually return the money to the owner.

If I were in your shoes, I would probably follow the first route, give it a few months, and then follow up with the second. I wouldn?t think a person was horrible, though, if they didn?t return the money to the bank.

Q9: Using TSP for down payment
As you know, the TSP (Thrift Savings Plan), is the Federal Government?s retirement 401k mechanism. The TSP offers a residential loan that allows you to take up to $50,000 of your personal contribution, at an interest rate of the G-Fund (1.625%) and a flat $75 fee. The interest paid on this loan is actually repaid into the TSP account, therefore the only ?loss? on the loan is the opportunity cost of the loan value at the G-Fund rate instead of the effective rate. Also important to note, is that contributions to the TSP are pre-tax.

To the question: Should I max out my annual TSP contribution until I get to $50,000 with the intention of loaning it to myself for a down payment on a house? More specifically, is this a viable way to save for (part of) my down payment tax-free?

The only risk here ? and it?s a sizeable one ? is that if you leave the federal government, your loan becomes due in full immediately.

Federal employment is generally pretty secure. However, if you?re putting yourself in a situation where you would have no way to easily repay this loan, I would be at least a little hesitant about jumping on board.

Make sure that if you do this, you?re not buying a house for anything higher than market value, because if you were to lose your federal job and then couldn?t sell it and recoup enough to pay off your loan, you could be in a world of financial hurt.

Q10: How to say thank you
Last year I was looking to buy a house with my long-term boyfriend when it all fell apart between us. It was devastating. I moved into my parents house while I was looking for a place on my own. Then, just before I moved out of my parents, I was diagnosed with a life-threatening illness. I should say at this point that I?m in my 20?s so that was a deep, dark shock.

Needless to say, I didn?t move out. My parents were there for me at every step. Every day, every crisis, every time I cried, every time I despaired. They looked after me when I was sick. They came to each and every hospital appointment and helped with every difficult decision.

Now that I?m finally moving into my house, I want to say thank you but I don?t know how because nothing I do or say could vaguely match up to everything that they have done.

The best gift you can give them is time. If you live near them, be a very regular part of their life.

Invite them over for dinner regularly. Go to their house for dinner. Talk to them often. Ask them about what challenges they?re having in their life. Listen when they need someone to vent their frustrations at. Participate in activities with them that they enjoy doing, even if they aren?t your favorite things.

They?ll know by your actions that you truly appreciate what they?ve done. Actions speak far louder than words or gifts.

I recently attended the Atlanta Symphony Orchestra to witness magic. Atlanta Falcons Offensive Guard, Justin Blalock was the host and guest conductor for the Orchestra?s Side-By-Side Summer Concert of Student and Professional Musicians. He lead the combined orchestras in John Williams' popular ?Raiders March? from the Indiana Jones films to conclude the show.

If you are a reader of this blog, you know I take my daughter out on Daddy-Daughter dates. This time around, my daughter and I got dressed up and hit the town on a balmy June evening in my own efforts to strengthen her background in music and to remind myself of the majesty that is classical music. I was transported back to when I was her age, listening to the strings, hearing the brasses chime in, jumping from fright as I was never prepared for the thunderous roar of the percussion instruments. To put all those instruments and people (both young and aspiring and professional and accomplished) together to produce music nearly brought my heart to tears.

What I forgot was how much I initially hated the experience.

Why I thought my daughter would be any different, than me as a child, was my belief that her being a girl excepted her from being a child. Although she loved the dressing up part, she fidgeted, put her fingers in her ears, refused to whisper when she spoke, occasionally kicked the chair in front of her and insisted on laying down across my lap. I was aware of the patience factor, but as the parent of a finicky child I did arrive to the venue later than I anticipated and presumed the shorter time on site would quell any impatience my daughter might develop. Not so, she started about 5 minutes after sitting down and kept on going for almost forty-five minutes straight. I read my program. I looked straight ahead through most of the program. I took deep breaths and remained civilized. Finally, I whispered a few strongly worded cautions in my duaghter's ear, which of course brought her to tears. But amazingly, she managed to cry in silence. Progress. She fell asleep during the drive home, a clear indication that she was tired from the get-go.

As I drove, I was reminded once again that I was a child a few decades ago, and not too thrilled during my "civilized" jaunts on the town with my parents to plays and concerts. But as a result of those jaunts I so vehemently protested, I quickly became a lover and player (on the piano) of classical music and have a love and appreciation for it that exists to this day. Moving forward, I will take my daughter again and again. I don't mind if she grows up not liking the genre. To each his (or her) own. But she will have an appreciation for it, not taught at school, not learned on Google or YouTube. But cultivated from the place she loves being most. Home.

A look at BlackBerry maker Research in Motion

Shares of BlackBerry maker Research In Motion Ltd. dove to a nine-year low Monday. It comes as Morgan Stanley downgraded the stock, saying RIM's challenges are piling up.

Here's a look at recent developments as the company struggles to regain market share lost to the iPhone and Android devices:

Sept. 15, 2011: RIM reports a sharp drop in net income and revenue in the fiscal second quarter and says it has sold far fewer PlayBook tablet computers than it expected.

Oct. 10: Email and Internet services are disrupted for three days, primarily outside North America. RIM says a crucial link in its infrastructure had failed, and a backup didn't work either. By the third day, other users, including those in the U.S. and Canada, were affected by a backlog of traffic.

Oct. 25: RIM says it is delaying the launch of an upgraded operating system for the PlayBook until February, saying it isn't up to its standards yet. The company also says the new version initially won't have the popular messaging service BlackBerry Messenger. It's the third delay announced since the features were promised in April.

Dec. 2: RIM says it is writing off much of its inventory of PlayBook tablets after it had to sell them at a deep discount. The model originally priced at $500 now costs $200. The company says it's taking a pre-tax charge of $485 million in the just-ended quarter. RIM also says it will sell fewer BlackBerrys in the holiday quarter than in the one that just ended. It also says it won't meet full-year earnings guidance of $5.25 to $6 per share, the third cut in a row.

Dec. 6: RIM says "BlackBerry 10" will be the new name for its next-generation system after the company loses a trademark ruling on its previous name, BBX.

Dec. 15: RIM says new phones deemed critical to the company's future won't be out until late 2012. The company says the BlackBerry 10 phones will need a highly integrated chipset that won't be available until mid-2012, so the company can now expect the new phones to ship late in the year. The company also says BlackBerry sales will fall sharply in the holiday quarter compared with the three months that ended Nov. 26. RIM says it would only ship between 11 million and 12 million BlackBerrys in the fourth quarter, down from 14.1 million in the third quarter.

Jan. 22, 2012: RIM founder Mike Lazaridis and long-time executive Jim Balsillie announce they will step down as co-CEOs. Thorsten Heins, a chief operating officer who joined RIM four years ago from Siemens AG, was named as their replacement. Lazaridis and Balsillie remain on the board.

Feb. 21: RIM finally releases an upgraded operating system for its PlayBook. The free upgrade allows for built-in email, calendar and contacts on the tablet ? features promised within 60 days after the PlayBook's launch last April. The PlayBook had received negative reviews because it launched without an email program and the popular messaging service BlackBerry Messenger. The new version still doesn't include the messaging service.

March 29: RIM says Balsillie has resigned from its board, and two top executives are leaving. RIM also writes down the value of its product inventory again as the company reports a loss of $125 million, its first quarterly loss since fiscal 2005. Heins doesn't rule out a sale, but he says it is not the main direction of the strategic review he's overseeing.

April 26: Newest board member of RIM says a turnaround could take three to five years. Prem Watsa, RIM's third-largest investor, says he sees his investment in the company as a long-term one, adding that RIM's fortunes won't be reversed soon.

May 1: RIM unveils a newly designed smartphone prototype powered by its upcoming BlackBerry 10 system. The prototype BlackBerry has a touchscreen, but no physical keyboard like most BlackBerry models. No update was given on the new system's launch date.

May 2: Company stresses that while the prototype has no physical keyboard, RIM will continue to make some models with one.

May 8: RIM announces hiring of two senior executives from struggling tech companies. Frank Boulben, the new chief marketing officer, comes from LightSquared. Kristian Tear, the new chief operating officer, is from Sony Mobile Communications.

May 29: RIM says it will have an operating loss in the current quarter and significant layoffs this year. The company says it has hired J.P. Morgan and RBC Capital Markets to help evaluate various strategies, including opportunities to partner with other companies and license software.

June 20: RIM says it has started laying off employees as part of a restructuring plan aimed at saving about $1 billion this year.

June 21: Company says the first BlackBerry device running BlackBerry 10 will not have a physical keyboard, only a touch-screen one. Ones with hard keyboards will eventually be made, but the company declines to say when.

Monday: Stock hits lowest level since 2003. Morgan Stanley's Ehud Gelblum says the company is facing a "triple whammy" in the current quarter. Gelblum says RIM's phones are aging, growth in the global smartphone market is slowing, and shipments are likely to decline ahead of the launch of BlackBerry 10 phones.

Slow-moving Debby hits Fla., spawns tornadoes

MIAMI -- Tropical Storm Debby whipped Florida with bands of drenching rain Monday while its center was nearly stationary in the Gulf of Mexico. Its slow progress meant the most pressing threat from the storm was flooding, not wind.

Tropical storm warnings were in effect for parts of Florida as the storm parked offshore. A tropical storm warning for the coast of Alabama was discontinued early Monday. Yet even with the storm's center far from land, it lashed Florida with heavy rains and spawned isolated tornadoes that killed at least one person. Another person was missing in rough surf off Alabama.


Residents in several counties near the crook of Florida's elbow were urged to leave low-lying neighborhoods because of the threat of flooding. The storm is moving slowly, allowing its clouds more time to unload rain.

'Heavy rain'
High winds forced the closure of an interstate bridge that spans Tampa Bay and links St. Petersburg with areas to the southeast. In several locations, homes and businesses were damaged by high winds authorities believe were from tornadoes.

"Locally heavy rain and flooding will impact much of Florida and southeast Georgia into Monday," weather.com reported. "Portions of northern Florida and southeast Georgia could see 6 to 12 inches of rain."

Weather.com severe weather expert Dr. Greg Forbes warned that?Debby could spawn isolated tornadoes in Florida through Monday.?

Tropical storm warnings?and?watches?were posted along portions of the Alabama and Florida Gulf Coasts. "Tropical-storm force winds (40 mph or higher) are possible in these areas," weather.com added. "Storm surge flooding?is also a significant threat along the Florida Panhandle coast and the western coast of Florida since Debby's circulation is embedded in a rather large wind field."

Debby's center was essentially stationary about 90 miles south-southwest of Apalachicola, Fla., early Monday. Debby's top sustained winds decreased to near 50 mph. The forecast map indicated the storm could inch forward through the week, eventually coming ashore over the Panhandle. However, a storm's path is difficult to discern days in advance.

Underscoring the unpredictable nature of tropical storms, forecasters discontinued a tropical storm warning Sunday afternoon for Louisiana after forecast models indicated Debby wasn't likely to turn west. At one point, forecasters expected the storm to come ashore in that state.

"There are always going to be errors in making predictions. There is never going to be a perfect forecast," said Chris Landsea, a meteorologist at the National Hurricane Center.

A state of emergency has been declared in Louisiana in preparation for Tropical Storm Debby and oil rigs across the Gulf have been evacuated. The Weather Channel's Mike Seidel reports.

The Highlands County Sheriff's Office said in a news release that several tornadoes moved through the area southeast of Tampa, damaging homes.

Sheriff's Office spokeswoman Nell Hays said a woman was found dead in a house in Venus that was destroyed in the storm. A child found in the same house was taken to the hospital. No further information was available on the child's condition or either person's age.

Marina's roof torn off
Authorities urged residents to leave low-lying neighborhoods in Franklin, Taylor and Wakulla counties because of flooding. Shelters were open in the area.

Wind tore the roof off a marina in St. Pete Beach, and a pier was heavily damaged, said Tom Iovino, a Pinellas County government spokesman. He said no injuries were reported.

In Orange Beach, Ala., a 32-year-old man disappeared Sunday in rough surf kicked up by the storm, a Coast Guard official said. Further information wasn't immediately available.

As of Sunday, 23 percent of oil and gas production in the region had been suspended, according to a government hurricane response team. Employees have been evacuated from 13 drilling rigs and 61 production platforms in the Gulf of Mexico.

The storm was not expected to result in higher oil and gas prices.

"It's largely a non-event for oil," said Tom Kloza, chief oil analyst at the Oil Price Information Service.

INDIA: Spurt in child abuse prompts helpline to alert parents

PUNE: Childline Pune, the 24-hour helpline for children in distress, issued an alert to parents and guardians on Thursday about growing child sexual abuse in the city and suggested ways to protect the children.

"Dnyana Devi Childline receives child sexual abuse reports and the number keeps growing. In the last five days, we have had to deal with six cases and received reports of four more. Of these, three were repeated rape/molestation by fathers and two by brothers, which prompted us to issue the alert," said Anuradha Sahasrabuddhe, director Dnyana Devi Childline, in a statement.

Sahasrabuddhe has appealed to all parents to carefully monitor their children and keep them secure. "Ensure such communication between yourself and the child that the child feels confident and is motivated to share every little detail of whatever happens in his/her life each day. Empower children by telling them about possible dangerous situations and what to do," she said. It is not difficult to tell children about what can happen, she added.

Parents must accept that the child was not at fault and reassure the child. "Both boys and girls can be abused and child sexual abuse case victims range from newborns to every possible age group," Sahasrabuddhe said.

There were adequate legal provisions and other facilities to help the child. "If these cases are hushed up in the name of family honour, this amounts to injustice to the child and not only harms his/her trust in the parent but also sets the culprit free to abuse other children. The abused child needs firm parental support and counselling," she said.

Sahasrabuddhe said that parents and adults also needed to monitor their own behaviour.

"It is a proven fact that children never lie about such incidents. Any change in normal behaviour pattern of the child should be considered a warning signal. Appropriate age specific sex education that includes gender references help children control their behaviour and empowers them to protect themselves," she said. She has also appealed to the judiciary, advocates and police not to help perpetrators.
