Paul Ryan and Why Lies Stick

One of the most surprising things about Paul Ryan's speech to the Republican National Convention Wednesday was not that he shaded the truth, but that he told one lie that was so easily disproven. ?Reporters used to be able to shame politicians into quit repeating their lies. Mitt Romney himself got nostalgic for that bygone era just a couple weeks ago. "You know, in the past, when people pointed out that something was inaccurate, why, campaigns pulled the ad,"?Romney said on Bill Bennett?s radio show?August 9. "They were embarrassed. Today, they just blast ahead."?But Romney's own campaign has been very explicit about blasting ahead, no matter the fact-checkers' complaints. "We're not going to let our campaign be dictated by fact-checkers," Romney pollster?Neil Newhouse said this week.

The morning's coverage of Ryan's speech has been dominated picking through its many factual errors. But the most apparent whopper, in our opinion, was the story Ryan told about what Barack Obama had said of GM plant in Janesville, Wisconsin in 2008, "I believe that if our government is there to support you ? this plant will be here for another hundred years." And yet, Ryan said, "as it turned out, that plant didn?t last another year. And that's how it is in so many towns where the?recovery that was promised is no where in sight." The obvious implication is that if Obama's policies were working that plant would still be open. There's just one big problem:?Obama couldn't have saved it, because he was not in the White House. The plant announced it?would close?in?June 2008. It sent home 1,200 workers for good in?December 2008, keeping just 100 on until it closed entirely in 2009.?This isn't a "shading the truth" problem, where people quibble over whether Obama's policy could have saved the plant. (And for that matter,?Ryan himself asked for federal help to keep the plant open in 2008.) So, why would he lie about something so easily debunked by just looking at the dates on old newspaper stories?

Well, because, there's no downside to getting caught. This post, and the many like it across the Internet this morning will not erase the gain Ryan got with telling a pat anecdote on national television. As?Slate's Farhad Manjoo explained way back in 2008, there is little to lose by lying.?One thing Ryan is taking advantage of is "media fragmentation." You can find plenty of websites and email forwards to support whatever your version of reality is.?Here's Ari Fleischer, former spokesman for George W. Bush, this morning: "Ryan was right about Janesville GM plant. 'Factchecker' Politifact wrong. Check out Milwaukee Journal,"?he tweeted, linking to?a 2011 story saying the GM plant is on standby.?This was retweeted by the?Weekly Standard's Stephen Hayes. But even this supposedly exculpatory article contains this sentence: "The Janesville plant stopped production of SUVs in 2008 and was idled in 2009 after it completed production of medium-duty trucks." But so what? Fleischer's tweet was retweeted 236 times. Hayes' retweet of it was retweeted 109 times.

Manjoo argued that if you look at the research into what political lies stick --?in 2004, Americans believed?a million more jobs were lost under Bush than actually were, thanks to distortions from the John Kerry campaign -- the most powerful ones are those that the public is already primed to believe.?That would explain why the kinds of lies Romney's going for are different than the ones John McCain used in 2008. McCain's campaign ran an ad saying Obama's "one accomplishment" on education was "legislation to teach 'comprehensive sex education' to kindergartners." Romney is not conjuring the image of Obama showing porn to kids. Instead, his -- and Ryan's -- false claims sticks to something they have been priming people to believe for months: Obama wasted money on a failed stimulus, that Obamacare is too costly, and that the President wants to give free money to undeserving lazy (and probably black) people. Take a look at Ryan's other false claims from Wednesday night -- they fit themes that have been floating around for three years:

• Medicare. Ryan said Obama raided $716 billion from Medicare "at the expense of the elderly" As FactCheck.org explains, "In fact, Medicare?s chief actuary says the law 'substantially improves' the system?s finances, and Ryan himself has embraced the same savings." Obamacare did not take away Medicare benefits, it?expanded them.
• The Deficit Commission. Ryan said, "He created a bipartisan debt commission. They came back with an urgent report. He thanked them, sent them on their way, and then did exactly nothing." Bloomberg's Josh Barro explains this is wrong on so many levels. The report wasn't an official report, because too many members of the debt commission voted against it. One of them was Ryan himself.
• AAA Credit Rating. Ryan said Obama's presidency "began with a perfect Triple-A credit rating for the United States; it ends with a downgraded America." But the U.S. credit rating was downgraded by?Standard & Poor's in August 2011, after the long debt ceiling fight in which House Republicans (led by one Rep. Paul Ryan) threatened default if Obama didn't agree to their budget cuts. Standard & Poor's blamed both Republicans and Democrats for the downgrade.

Interestingly, Ryan did not mention, as other convention speakers did, the most controversial false claim of the Romney campaign so far: that Obama gutted welfare reform. It's not that Ryan has never touched an attack with an obvious racial element -- he did in Missouri August 23. So why didn't he talk about it? Maybe the campaign got nervous after all the reports about the attacks racial overtones. Or maybe Ryan remembered his idol, Jack Kemp, refused to play on racial resentment in the welfare debate when he was a candidate for vice-president in 1996.

TAMPA, Fla. (AP) ? Wisconsin Gov. Scott Walker, a conservative hero since surviving a recall vote this year, has received a rousing welcome at the Republican National Convention.

Joining a string of GOP governors addressing the convention, Walker spoke Tuesday of how in June the people of Wisconsin had beat back what he said were the big special interests from Washington in rejecting the recall. That recall was initiated after Walker stripped most public employees of their collective bargaining rights.

Walker praised GOP presidential nominee Mitt Romney for picking congressman Paul Ryan, also from Wisconsin, as his running mate, saying the selection showed that Romney had the "courage and passion to be an exceptional president."

Walker said Ryan's pick showed that the "R'' next to Romney's name stood for "reformer" as well as "Republican."

Amnesty urges Balkans to probe war disappearances

BELGRADE, Serbia (AP) ? Ljiljana Alvir is convinced Serbian authorities know how her brother died during the war in Croatia, and where his remains are. She just doubts they want to tell her.

"Serbian institutions have the information where he was killed, and where his bones lie," but they are hiding the truth, she alleged during a news conference Wednesday ahead of the International Day of the Disappeared. "Everyone deserves to find where the bones of their loved ones lie."

Alvir, a Croat from Vukovar ? who lost both her fianc? and brother during the Serb conquest of the city in 1991 ? is one of the many people across the Balkans that Amnesty International says are still searching for news on the whereabouts of the some 14,000 people missing since the end of the Balkan conflicts in 1990s.

Amnesty says most of the more than 10,000 missing are linked to the 1992-95 conflict in Bosnia, about 2,400 disappeared during the 1991-95 war in Croatia, and 1,800 during the 1998-99 conflict in Kosovo. The wars erupted when the former Yugoslavia broke up and its former republics and ethnic groups turned against each other.

Croatia's decision in 1991 to declare independence triggered a war with the Serb-led Yugoslav army which overran the eastern parts of the country, including Vukovar. The town fell in November 1991 after months of siege and heavy battle reduced it to rubble. Hundreds of people were killed by Serb troops when they took control and thousands more disappeared, including Alvir's brother.

More bloodshed followed with the war in Bosnia that pitted Serbs, Muslims and Croats against each other, and which was marked by torture, expulsions and massacres. In Kosovo, a million people were displaced before NATO intervened to stop the war in 1999 by bombing Serbia for 78 days.

Amnesty and regional human rights organizations on Wednesday urged the governments that emerged after the breakup ? in Serbia, Croatia, Bosnia, Montenegro, Macedonia and Kosovo ? to investigate the fate of the disappeared. The states have all repeatedly pledged to resolve the matter, and thousands of people have since been unearthed from mass graves and identified.

Amnesty also called for those responsible to be punished and charged that Balkan governments lack the political will to prosecute them more than two decades after the wars started. The group said the states "have failed to abide by their obligations as set out in international law."

Jezerca Tigani, Amnesty's Europe and Central Asia deputy program director, said Wednesday the lack of an investigation and prosecutions remains a serious concern. "The major obstacle is ... a persistent lack of political will in the countries in the region," he said.

Tigani also urged the governments to ensure the victims and their families receive "reparation for the harm they have suffered."

Critics insist the governments have been deliberately concealing full truth to avoid responsibility. The families of the missing on Wednesday urged the European Union to condition any progress in the accession process of the Balkan states with the question of the missing.

Another regional organization dealing with the missing ? REKOM ? called for "the end on the silence about the mass graves" and demanded that finding the missing be set as a priority for the regional governments.

Amnesty said in its report that reluctance to prosecute war crimes "occurs especially where members of the government, ruling political parties and their allies, and members of the military and police forces are suspects."

Faced with massive atrocities in the Balkans, the U.N. Security Council set up a tribunal in 1993 to prosecute those responsible for the crimes. The tribunal in The Hague, Netherlands, has jailed dozens of senior civilian and military leaders from the Balkans ? including former Bosnian Serb wartime leaders Radovan Karadzic and Ratko Mladic ? but local governments are expected to prosecute many more.

Saida Karabasic, whose father was killed by Bosnian Serb troops in the western town of Prijedor, said that those who have the power to resolve the fate of the missing and are not doing it "are accomplices in the crime."

Karabasic and other relatives of the missing who were on rival sides during the war but have joined forces to put pressure on the authorities are planning to urge all governments in the region to speed up the process.

"We do not see an end to our agony," she said.

A series of earthquakes rattle California

SAN DIEGO (AP) ? A series of earthquakes has rattled California, from rural Imperial County all the way to the San Diego County coast.

Paul Caruso with the U.S. Geological Survey says the first quake, magnitude 3.9, struck at 10:02 a.m. Sunday about three miles north-northwest of Brawley.

It was followed by a 3.4 quake about 90 seconds later in the same area near the southern end of the Salton Sea about 16 miles north of El Centro. Magnitude 2.2 and 2.0 quakes followed minutes later.

Preliminary USGS reports indicated that three quakes larger than magnitude 5.3 struck within two minutes starting at 12:30 p.m. Caruso says the magnitude of those quakes have not been verified.

A sheriff's dispatcher says there have been no reports of damage or injuries.

Empire State Building shooter didn't expect to return home

A search of the apartment of the gunman killed by police outside the Empire State Building showed the shooter apparently had no intention of returning home after shooting his former co-worker.

Police found an envelope with his keys left behind for his landlord, leading investigators to believe he did not expect to be back.

Jeffrey Johnson was killed by police Friday in midtown Manhattan, after killing a former co-worker on the street and raising his .45-calibre semi-automatic gun at police officers. Although he did not get off any shots, officers fired 16 shots, killing Johnson, and wounding nine bystanders.

Witnesses told ABC News that police shouted to Johnson to stop before the shooting began.

Despite initial reports on social media of a mass shooting spree, all nine bystanders were hit by police gunfire.

None of the bystanders, who were hit by bullets or shrapnel, were seriously injured. It isn?t that unusual for bystanders to get caught in crossfire between police and a suspect.

Even on a crowded street, like the one outside the Empire State Building, police officers are trained to shoot if they have a clear shot at somebody they consider to be a threat.

Steve Kardian, a former Westchester police officer, told ABC News it?s a matter of public safety.

?If he has to be neutralized in a crowd, it is better to take him out than to risk him shooting the officers and shooting other people in the vicinity,? Kardian said.

In cases such as this, where bystanders were injured by police bullets, the victims often sue the police department or the city. Some win large settlements, but if the police can show the suspect they shot posed a threat, courts may rule in favor of the police and grant them immunity for liability.

In this case, police could argue that a man pointing a loaded gun at police, as surveillance video shows Johnson did, is certainly such a threat.

Johnson had been in a long-standing dispute with Steven Ercolino, an employee at Hazan Imports Corp., where Johnson used to work. His employment there ended bitterly, and the two men had filed complaints against each other.

RNC: Ann Romney to address convention Tuesday

TAMPA, Fla. (AP) ? Republican National Convention officials say Mitt Romney's wife, Ann, will be speaking during prime-time television coverage of the event.

The presumptive Republican nominee said Friday that he was "disappointed" that the networks weren't planning to broadcast more of the convention.

"I know a number of the networks are looking to put money to the bottom line and they might not think that three hours or four hours of broadcasting a convention makes economic sense for them," Romney said. "But this is an important time for our nation."

Romney, in a radio interview on "The Hugh Hewitt Show," said his wife's convention speech is finished. But his speech is "still a work in progress."

Mrs. Romney is a key surrogate in a race where women voters are fiercely sought after by Romney and Democratic President Barack Obama.

Florida Sen. Marco Rubio, a rising national figure in the party, had offered to give up his slot speaking Thursday for Mrs. Romney, who was scheduled to speak on Monday, the convention's opening night. Broadcast television networks were not planning to cover Monday's proceedings in Tampa.

However, the freshman senator and tea party favorite will keep his Thursday slot, and address the convention in his home state just before Romney closes the convention with his acceptance speech.

Space elevator project shoots for the moon

A space elevator capable of shuttling robots or humans from the Earth to space remains decades away. But a company headed by a former NASA researcher says it can build a space elevator on the moon using today's technology.

The LiftPort Group wants to raise $8,000 on the crowd-funding website Kickstarter for its first step ? creating a floating balloon platform tethered to the ground so that a robot can climb 1.2 miles (2 kilometers) into the sky. But the fundraiser also marks the return of a company that had closed during the 2007-2012 economic recession.

"About six months ago we had a fundamental breakthrough ? a breakthrough we think will transform human civilization ? and we want you to be a part of it," said Michael Laine, president of the LiftPort Group.

The breakthrough will allow the LiftPort group to build a space elevator on the moon using existing technology and a single-launch rocket solution that has "Sputnik-like simplicity," Laine said. He added that the concept could become a reality within eight years.

Staying down to Earth

A space elevator on the moon would face fewer complications than a space elevator on Earth because the moon has less gravity and practically no atmosphere ? factors that would otherwise place great stress on whatever material makes up the space elevator's tether. [Quiz: Sci-Fi vs. Real Technology]

Laine worked on space elevator concepts with the NASA Institute for Advanced Concepts research team from 2001-2003. He went private with the LiftPort Group in 2003 and experimented with robots that climbed as high as 1 mile (1.6 kilometers) up a tethered balloon platform, before the company shut down.

Such balloon platforms don't just help aim for the moon. They could also act as cheap communications "towers" on Earth to help provide wireless Internet, monitor crops, watch out for forest fires, or even carry cameras to provide an eye in the sky in the aftermath of natural disasters.

The newly resurrected LiftPort Group has set a relatively modest fundraising goal because it's still training a new group of volunteers. Many former LiftPort members have gone on to other projects ? Tom Nugent, a former research director for LiftPort Group, co-founded a company called LaserMotive that has experimented with using lasers to power climbing robots and drones.

Laine also emphasized his vision of Kickstarter as being more important for gathering a community rather than simply raising money. He pointed out how most people contributing to the top Kickstarter projects contributed relatively little in terms of money, but instead brought their enthusiasm to the projects.

Aiming for the moon

Still, modest steps have not prevented the LiftPort Group from planning what to do in case it raises more than the $8,000 in its first Kickstarter project. Its list of "Stretch Goals" pegged at successively higher funding targets include adding more sensors and having the robot climb to almost 19 miles (30 kilometers) up.

The most ambitious goal of raising $3 million ? a target Laine doesn't expect to hit in the first Kickstarter ? would allow the LiftPort Group to carry out a one-year feasibility study for the moon space elevator project. But Laine did express the wish to hit a $100,000 target.

"If we 'only' hit $8,001, then we are going to remain a 'hobby' team," Laine said. "If we can hit this number, then LiftPort is a '?before this decade is out?' Lunar Elevator company!"

The LiftPort Group is not alone in its long-term space elevator quest. Seattle-based LaserMotive has previously won the Space Elevator Games, a NASA-sponsored contest. Across the Pacific, Japan's Obayashi Corp has set the goal of building a space elevator by 2050.

When we write, we reveal what we don?t know every bit as much as what we do know. Good writers convince the reader to focus on the latter, instead of dwelling on the miserable former, and they do it by demonstrating that they know their subject well. They?ve done their research; they?ve had original thoughts; they?ve tested those thoughts against the reality they?re trying to describe. Of course, some writers are gifted with an unusual command of verbal pyrotechnics and rhetorical sleight-of-hand, and they can sometimes conceal the truth that they don?t know what they?re talking about.

The Oregonian?s editorial page these days, since it has become a bastion of Libertarian fantasy, er, hoo-ha, um, ideology, is all about what the writers don?t know. And no, they don?t have the rhetorical splendor to camouflage their poor descriptions of our world and their even poorer prescriptions for it.

I?m going to take a look at the newspaper?s most recent editorial against the proposed Portland art tax, its third by my count, because I?m interested in that subject for obvious reasons. But that doesn?t mean that the same ideological blinders don?t affect other topics the newspaper considers. We could analyze other editorials and find the same aversion to research, original thought and testing of propositions.

So, let?s dive right in, shall we? What are we talking about?The ballot measure that The Oregonian is campaigning against with such ferocity?(and so disdainfully) adds $35 to the income tax for each adult income-earning Portland resident.?Individuals in households below federal poverty level pay no tax. The money raised this way, around $12 million, will be used to hire arts and music teachers for grades K-5 in schools serving Portland students, and it will be used to increase access to the arts for students in grades K-12 and in underserved communities in general.

The background for the measure is pretty well established, right? Oregon (as of 2007-2008, the most recent year for which the National Center for Education Statistics has data)?spends slightly less than the national average on education per pupil ($11,156 to $11,965 in ?07-?08).? The amount of arts education offered has declined dramatically here over the years, as the state has struggled to reach an agreement about how to fund schools in general.? Other states went through the same corrosive political debate (you can easily guess which side Libertarians were on, since the Libertarian position is that schools should be voluntary associations?how 17th century of them!), but Oregon, for various reasons, none of them good for students, cut the arts more than most.

According to a 2012 arts education study released by US Department of Education and expanded by the Creative Advocacy Network, 94 percent of US schools offered music instruction; in Portland it was 58 percent. Worse, 83 percent of US schools offered visual art education, and in Portland, it was 18 percent. And yet worse, 28 percent of Portland public schools offered no arts education at all. Why is all of this bad? Because the many studies that measure arts education and overall education achievement are conclusive: arts education matters, especially among at-risk students.

So, the arts tax ballot measure is an attempt to address a particular problem. The Oregonian?s editorials don?t provide any of this background. They act as though this particular initiative is coming out of the blue, for no reason whatsoever, except possibly to gull the unwary into adding $35 to their annual income tax burden. It makes me laugh even to type that?? But yes, all of this is what their editorial demonstrated that they don?t know.

?But let?s head to the editorial itself, which is also laughable!

It starts by bemoaning the decision by Multnomah County Circuit Judge John Wittmayer that the arts tax isn?t a poll tax, saying he offered little explanation, and according to The Oregonian?s (apparently very limited) understanding of ?poll tax,? he was wrong. Wittmayer explained quite succinctly why the ballot measure isn?t actually a poll or head tax: It doesn?t apply to everyone (only to those who pay income tax and whose income is above the Federal poverty line).? Period. It?s simply a matter of definition. What?s not to understand?

And in this country, in any case, we use the term ?poll tax? almost exclusively to mean a tax applied to voters when they vote, a nefarious practice used in the South (mostly) to keep the participation of African Americans down (voter suppression/discrimination is still with us, of course, though it now can?t take this particular form). Is Wikipedia available at The Oregonian? It would have certainly helped their ?understanding? of the poll tax.

Then, the editorial takes on the ?regressive? nature of the tax?specifically, that everyone eligible to be taxed will pay the same amount. They call it ?breathtakingly regressive.?? I might accept this characterization from people who actually believe in progressive taxation: Naturally, The Oregonian wants to reduce Oregon?s capital gains tax, which would make a tax system that is truly ?breathtakingly regressive,? even worse. The Oregonian doesn?t seem to be concerned with regressivity unless it suits them. ?Inconsistency? is the nicest way to characterize this trait.

Still, I grant that that the tax, though very tiny no matter how the editorial tries to inflate its importance, is by definition regressive. But the question is, will the return on that $35 investment be worth it, especially for the individuals and families who are close to the border of the poverty line?

That?s an argument that organizers have to make. Given the statistics on the effects of arts education on low-income students and the access to arts events that the ballot measure will ensure for under-served communities, I think they can make a pretty good case that it is. Higher-income families can make sure their children receive arts education classes outside of school, and they can take their kids to concerts, plays, exhibitions, readings and give them any other cultural experience they want. Lower-income families can?t. The $35 helps to level the playing field (the very opposite of ?regressive?).

But I?m not here to argue for the arts tax, specifically. I?m in ?explanatory mode.? And ?debunking mode.? And in that spirit, I will continue!

The editorial continues with something the editorial board knows is inflammatory: ?You could argue that hiring some more math and science teachers would serve kids better than bumping up instruction in comparatively low-priority subjects.? Dear Oregonian, Studies show that students who receive regular arts instruction do better in science and math! Remember what I said about blinders in the beginning? The Oregonian editorial board apparently has no idea how dependent the metro area has become on the intersection of its technology, design and arts sectors. And arts education is absolutely critical to anyone who wants to become part of this increasingly crucial area of our economic (and social) life. Portlanders, according to recent surveys conducted by the Creative Advocacy Network, the sponsor of the measure, agree overwhelmingly about this. The arts aren?t just about surrounding ourselves with pretty things and sounds: They make us better problem solvers in a wide range of activities. But you can?t see this if you are blindly applying Libertarian principles to tax measures.

And then the editorial closes with a brief, relatively inept description of the history of CAN (along with a bad pun: Boy, is The Oregonian un-funny!), and its change of direction. Indeed, CAN started as a way to think about funding the area?s cultural organizations. I thought it might consider something along the lines of Denver?s very successful model (which is based on a sales tax, just for the record). But subsequent investigation revealed that Portlanders recognized and were interested in fixing the problem in arts education more than anything else.?And CAN shifted its focus.

Instead of praising this adaptation to reality, the editorial writers have decided that it was somehow misleading to change the original focus. And toward the end of the editorial they mischaracterize the measure: It isn?t to generate a ?whole lot of money for arts groups,? actually. It?s to help arts groups provide more access to their programming for more people. Its use is restricted.

Now, I think giving a ?whole lot of money??twice or three times what CAN will generate?directly to arts groups, right into their operating budget, isn?t a bad idea. I think the return on that investment could be amazing. But that?s not what this measure is about. By attempting a little three-card monte, The Oregonian maybe wants to make you think it is, because at one time that was a possibility. But ask any arts administrator in town about it though, and you?ll learn that this isn?t the investment in arts groups The Oregonian suggests that it is.

But then talking to an arts administrator about this proposal would constitute ?research,? wouldn?t it? Just like seeking out studies about the effects of arts education on student achievement, especially for low-income students. The perfect, simple Libertarian answer to everything. It could even extend to public education itself, couldn?t it? But since we live in a democratic republic, CAN is allowed to try to pass a ballot measure to fund the things it thinks are necessary for the community. And that?s exactly what they are trying to do. And if you think the problem is worth solving and the $35 solution isn?t worse than the problem, you might even join them in voting for it. ?That?s how we do it here, at least for now.
