New Delhi: Delay in the delivery of aircraft carrier Admiral Gorshkov to Indian Navy by Russia will be discussed at a meeting of defence ministers of the two countries to be held here in the first week of October.
The delivery schedule of the already much-delayed warship slipped further after it encountered engine malfunctions during sea trials in Russia and is now expected to be delivered in the second half of next year.
During the meeting of the India Russia Intergovernmental Commission on Military-Technical Cooperation (IR-IGMTC) next month, the issue will come up for discussion, Navy officials said here.
In Moscow, Russian Defence Minister Anatoly Serdyukov told news agency RIA Novosti that the carrier issue will be discussed between the two sides next month.
"We plan to discuss our further cooperation in this project with our Indian colleagues at a meeting of the Russian-Indian intergovernmental commission on military- technical cooperation which will be held in Delhi in early October," he said.
The ship, rechristened INS Vikramaditya, was scheduled for commissioning into Indian Navy by December 04 this year but Russian media reports have suggested that it would now be delivered only in October 2013.
Navy officials said so far Russian officials have not communicated the extent of damage caused to the warship due to the malfunctioning of the boilers.
They said India is expected to ask the Russian side to hand over the carrier to the Indian side within the stipulated delivery schedule and carry out the required overhauls within that time frame. When asked if India could levy penalties on the Russian
side for failing to stick to delivery schedules, Indian Navy officials said so far there was no official intimation from the Russian side on this issue of delay in delivery and any step in that direction can be considered only after that.
They, however, said as per the Defence Procurement Procedure, the Defence Ministry can levy such penalties if there are major slippages in delivery schedules.
India, which has a fairly large component of foreign military hardware, is also working towards building an indigenous aircraft carrier which is also delayed by three to four years due to various problems.
The deal for the aircraft carrier was signed in 2004 but the price of the ship was renegotiated and later put at USD 2.3 billion after repeated cost revision demands by the Russian side for repair and overhaul.
The ship will be part of Indian Navy's plans to operate an aircraft carrier in each of its two seaboards.
At the moment, its only operational aircraft carrier is INS Viraat, which is in the last leg of its service after having gone through several upgrades.
Admiral Gorshkov was a Kiev class aircraft carrier laid down in 1978 at Nikolayev South in Ukraine, launched in 1982, and commissioned in 1987.

In the aftermath of a massive Thursday evening fire, the founder of Nacogdoches' Wells Automotive hopes his son will rebuild from the ashes of a family-run business that has been a community fixture for about 45 years.
The mechanic shop that 88-year-old Bill Wells opened 45 years ago is now a mass of tangled, twisted metal. When he retired, his son, Paul Wells, took over the family business.
"Of course it's a big loss for me because that is 45 years of my life down there even though I am not working there anymore," Bill Wells said. "We have a lot of good customers."
While the actual cause of the fire is still under investigation at this time, the blaze at Wells Automotive is believed to have started near an electrical box located near the back of the business at about 8 p.m. Thursday. Bill Wells said they heard several loud explosions, and then flames quickly spread through the building.
?The business, which was located at 4125 State Highway 7, was a total loss. A truck parked inside the shop was destroyed as well.
In all, more than two dozen trucks from area fire departments responded to the fire. They battled the blaze for about two hours before they managed to get it under control. However, the fire rekindled during the night, and fire crews returned to the scene to hose down hot spots.
Firefighters were able to save Bill Wells' home. At the time of the fire, Paul Wells was on vacation in Colorado.
Several loyal customers dropped by to offer their sympathies as the Wells family assessed the damage. Many of them spoke about the honesty and fairness exhibited by Wells Automotive's owners and employees.
Danny McKenna said the people at the shop repaired his truck's air conditioner last week. He was devastated when he heard that his favorite auto shop had burned to the ground.
"People have been going here for 30 years and the reason why they come here is because they've always been honest," McKenna. "And to see it like it is now is a terrible thing to see because this is their livelihood."
In the flames, Bill Wells saw thousands of good memories go up in smoke. His son grew up working with him in the shop.
"He worked there with me since he was six or seven years old, and I was hoping that he would take it over," Bill Wells said. "And I didn't know if he'd be interested in mechanical work, but he is and so he owns the business now."
Bill Wells said he believes his son will rebuild the business that his family and the town has grown to love.

Carson runs Treehouse, a prominent name in the exploding market of online education for web programming. Companies like Codecademy, Bloc, and a slew of others are jostling for prominence and users as more and more people get the itch to learn how to code ? or wake up one day and realize their futures depend on it.
Today, Treehouse has launched a new line of PHP instructional materials ? videos, interactive code challenges, quizzes.
And while PHP may not be the trendiest programming language, Carson said it?s still one of the most important.
?No matter what the cool kids are saying about Rails and Python, millions and millions of people want to learn PHP, and a lot of the big sites still run on PHP ? Facebook, Zynga, Wikipedia,? he said.
?It?s such a crazy-popular language. ? It?s almost the English of the web.?
He ain?t lyin?, folks. A recent survey showed that around 67 percent of developers spent more than 50 percent of their time with PHP. And as a more mature language than its trendy counterparts (launched in 1994), PHP has begun to creep into the enterprise, a.k.a. Java?s last stand. The same survey showed that in large enterprise companies, 33 percent of devs used both Java and PHP at work.
Treehouse offers courses in a range of popular languages, and its audience ranges from school kids in traditional classrooms to adults looking for better opportunities. To those ends, the startup is focused on quality and practicality; it hires full-time teachers and experts to write and teach its courses, and all instructional material is based around real-world projects.
At that point, it?s all about the psychology of the business.
?People don?t actually want to learn technologies, they have something they want to do or want to make,? said Carson. ?We actually threw away a lot of our content because it wasn?t project-based.?
Another part of the psychology and practicality is money and aspiration. Recareering and getting more cash has been a huge motivator for many Treehouse users, Carson told us.
?There?s one person in a low-paying job and they realize they could retrain; their goal is to get a higher salary. We heard from an assistant to an exec, and she got a job as an entry-level web designer and increaesd her salary quite a bit.?
Carson also touched on the startup?s nascent job-placement features, saying, ?We?re trying to take you from beginner to job-ready in 3 months, and that?s at a cost of $75. And we want to place you in an entry-level developer/designer position. ? We?re gonna be graduating students who are job-ready at a junior level.?
The Treehouse users who aren?t specifically trying to recareer, Carson said, are trying to branch out a bit in their current skill sets ? designers trying to learn a bit of development, or web devs who need to expand into mobile.
?We just launched our iPhone and Android courses last Thursday, and the uptick is insane. We?ve seen hockey stick growth,? said Carson.
?It?s crazy; I?ve never written a line of Java, so I took our first course and built a very simple Android app. It?s always been a black box to me, but I did it. It?s a fun experience.?
And since the iOS and Android courses teach you how to build the same app, a Magic 8 Ball bit of software that returns strings randomly each time you run it, learners can quickly grasp some of the basic differences between the two platforms.
Over the next couple weeks, Carson told us, Treehouse is going to become more game-like with its features and user interface. ?Badges are great,? he said, ?but there?s a whole ?nother level that we think can be added to that.?
The gamification of programming education might have some special meaning for some of Treehouse?s most invested users: School teachers.
?Schools are having a hard time teaching technology because they can?t keep up with the curriculum,? said Carson. ?We have hundreds of teachers that use Treehouse in the classroom, and I think they pay for it themselves. They don?t have the budget. ? We?re not trying to replace teachers; we?re trying to give them superhero powers, to add another string to their bow.?
For young learners and complete programming noobs, Carson said the newest PHP courses might also be a simpler point of entry. ?It?s actually easier to learn than JavaScript or Ruby. ? It doesn?t have to be object-oriented. You can kinda jump right in. And from a server support perspective, almost every web company offers PHP hosting.?
Of course, Carson has a soft spot where PHP is concerned. ?It was the first web language that I coded in. I used to use O?Reilly?s PHP Cookbook. And back in 2003, that was a great way to learn.?
We can all be grateful that, as great as the O?Reilly lineup is, we have so many online resources now for coding education ? at all price points and skill levels ? to prepare us for Carson?s vision of a tech-literate future.

CAIRO (AP) ? Sudan's President Omar al-Bashir has arrived in Egypt for a state visit, even though he is wanted for arrest by the International Criminal Court.
Al-Bashir flew to Egypt on Sunday to meet with his fellow Islamist, President Mohammed Morsi, who took office in June as Egypt's first civilian and elected leader.
The court in The Hague issued the warrant against al-Bashir for his alleged role in crimes against humanity in Sudan's turbulent western Darfur region.
Amnesty International has called on Egypt to withdraw its invitation to al-Bashir or arrest him when he arrives. The Sudanese leader was welcomed on arrival at Cairo airport by Egyptian Vice-President Mahmoud Mekki.
Al-Bashir took power in 1989 backed by Sudan's branch of the Muslim Brotherhood, the group from which Morsi hails.
CHICAGO (AP) ? Undercover FBI agents arrested an 18-year-old American man who tried to detonate what he believed was a car bomb outside a downtown Chicago bar, federal prosecutors said Saturday.
Adel Daoud, a U.S. citizen from the Chicago suburb of Hillside, was arrested Friday night in an undercover operation in which agents pretending to be terrorists provided him with a phony car bomb.
The U.S. Attorney's Office in Chicago, which announced the arrest Saturday, said the device was harmless and the public was never at risk.
Daoud is charged with attempting to use a weapon of mass destruction and attempting to damage and destroy a building with an explosive.
Someone who answered a call to Daoud's home in Hillside on Saturday who said her name was Hiba and that she was Daoud's sister declined to discuss Daoud, the family or the arrest.
"We don't even know anything. We don't know that much. We know as little as you do," she said. "They're just accusations."
"We'd like to be left alone," she said.
The FBI began monitoring Daoud after he posted material online about violent jihad and the killing of Americans, federal prosecutors said.
In May, two undercover FBI agents contacted Daoud in response to the postings and exchanged several electronic messages with him in which he expressed an interest in engaging in violent jihad in the United States or abroad, according to an affidavit by an FBI special agent.
Prosecutors say that after being introduced to an undercover FBI agent who claimed to be a terrorist living in New York, Daoud set about identifying 29 potential targets, including military recruiting centers, bars, malls and tourist attractions in Chicago.
Shortly after 7 p.m. Friday, Daoud met in the suburb of Villa Park with the undercover agent who claimed to be from New York, and the two drove to downtown Chicago, where the restaurants and bars were packed with workers ringing in the weekend on a pleasantly warm evening. According to the affidavit, they entered a parking lot where a Jeep Cherokee containing the phony bomb was parked.
Daoud drove the vehicle and parked in front of a bar that was among the pre-selected targets, then walked a block away and attempted to detonate the device by pressing a triggering mechanism in the presence of the agent, according to the affidavit. He was then arrested.
The court documents do not identify the bar.
Prosecutors said Daoud was offered several chances to change his mind and walk away from the plot.
The affidavit said the Daoud was active in jihadist Internet forums and was accessing articles written by Anwar al-Awlaki, the U.S.-born radical cleric who became a key figure in the Yemen-based al-Qaida offshoot known as al-Qaida in the Arabian Peninsula.
Al-Awlaki was killed in a U.S. drone strike in Yemen last year.
In his communications with one of the FBI agents about possible targets, Daoud allegedly said he wanted to carry out an attack that would kill a large number of people.
"I wanted something that's ... massive; I want something that's gonna make it in the news," he wrote, according to the affidavit. "I want to get to like, for me I want to get the most evil place, but I want to get a more populated place."

LOS ANGELES (AP) ? The search for those behind the provocative, anti-Muslim film implicated in violent protests in Egypt and Libya led Wednesday to a California Coptic Christian convicted of financial crimes who acknowledged his role in managing and providing logistics for the production.
Nakoula Basseley Nakoula, 55, told The Associated Press in an interview outside Los Angeles that he was manager for the company that produced "Innocence of Muslims," which mocked Muslims and the prophet Muhammad and may have caused inflamed mobs that attacked U.S. missions in Egypt and Libya. He provided the first details about a shadowy production group behind the film.
Nakoula denied he directed the film and said he knew the self-described filmmaker, Sam Bacile. But the cell phone number that AP contacted Tuesday to reach the filmmaker who identified himself as Sam Bacile traced to the same address near Los Angeles where AP found Nakoula. Federal court papers said Nakoula's aliases included Nicola Bacily, Erwin Salameh and others.
Nakoula told the AP that he was a Coptic Christian and said the film's director supported the concerns of Christian Copts about their treatment by Muslims.
Nakoula denied he had posed as Bacile. During a conversation outside his home, he offered his driver's license to show his identity but kept his thumb over his middle name, Basseley. Records checks by the AP subsequently found it and other connections to the Bacile persona.
The AP located Bacile after obtaining his cell phone number from Morris Sadek, a conservative Coptic Christian in the U.S. who had promoted the anti-Muslim film in recent days on his website. Egypt's Christian Coptic population has long decried what they describe as a history of discrimination and occasional violence from the country's Arab majority.
Pastor Terry Jones of Gainesville, Fla., who burned Qurans on the ninth anniversary of 9/11, said he spoke with the movie's director on the phone Wednesday and prayed for him. He said he has not met the filmmaker in person, but the man contacted him a few weeks ago about promoting the movie.
"I have not met him. Sam Bacile, that is not his real name," Jones said. "I just talked to him on the phone. He is definitely in hiding and does not reveal his identity. He was quite honestly fairly shook up concerning the events and what is happening. A lot of people are not supporting him."
The film was implicated in protests that resulted in the burning of the U.S. consulate Tuesday in the eastern Libyan city of Benghazi.
Libyan officials said Wednesday that Ambassador Chris Stevens and three other embassy employees were killed during the mob violence, but U.S. officials now say they are investigating whether the assault was a planned terrorist strike linked to Tuesday's 11-year anniversary of the 9/11 terror attacks.
Nakoula, who talked guardedly about his role, pleaded no contest in 2010 to federal bank fraud charges in California and was ordered to pay more than $790,000 in restitution. He was also sentenced to 21 months in federal prison and ordered not to use computers or the Internet for five years without approval from his probation officer.
The YouTube account, "Sam Bacile," which was used to publish excerpts of the provocative movie in July, was used to post comments online as recently as Tuesday, including this defense of the film written in Arabic: "It is a 100 percent American movie, you cows."
Assistant U.S. Attorney Jennifer Leigh Williams said Nakoula set up fraudulent bank accounts using stolen identities and Social Security numbers, then checks from those accounts would be deposited into other bogus accounts from which Nakoula would withdraw money at ATM machines.
It was "basically a check-kiting scheme," the prosecutor told the AP. "You try to get the money out of the bank before the bank realizes they are drawn from a fraudulent account. There basically is no money."
The actors in the film issued a joint statement Wednesday saying they were misled about the project and said some of their dialogue was crudely dubbed during post-production.
In the English language version of the trailer, direct references to Muhammad appear to be the result of post-production changes to the movie. Either actors aren't seen when the name "Muhammad" is spoken in the overdubbed sound, or they appear to be mouthing something else as the name of the prophet is spoken.
"The entire cast and crew are extremely upset and feel taken advantage of by the producer," said the statement, obtained by the Los Angeles Times. "We are 100 percent not behind this film and were grossly misled about its intent and purpose. We are shocked by the drastic rewrites of the script and lies that were told to all involved. We are deeply saddened by the tragedies that have occurred."
The person who identified himself as Bacile and described himself as the film's writer and director told the AP on Tuesday that he had gone into hiding. But doubts rose about the man's identity amid a flurry of false claims about his background and role in the purported film.
Bacile told the AP he was an Israeli-born, 56-year-old, Jewish writer and director. But a Christian activist involved in the film project, Steve Klein, told AP on Wednesday that Bacile was a pseudonym and that he was Christian.
Klein had told the AP on Tuesday that the filmmaker was an Israeli Jew who was concerned for family members who live in Egypt.
Officials in Israel said there was no record of Bacile as an Israeli citizen.
When the AP initially left a message for Bacile, Klein contacted the AP from another number to confirm the interview request was legitimate then Bacile called back from his own cell phone.
Klein said he didn't know the real name of the man he called "Sam," who came to him for advice on First Amendment issues.
About 15 key players from the Middle East ? from Syria, Iraq, Turkey, Pakistan, Iran and a couple Coptic Christians from Egypt ? worked on the film, Klein said.
"Most of them won't tell me their real names because they're terrified," Klein said. "He was really scared and now he's so nervous. He's turned off his phone."
The Southern Poverty Law Center, which monitors hate groups, said Klein is a former Marine and longtime religious-right activist who has helped train paramilitary militias at a California church. It described Klein as founder of Courageous Christians United, which conducts protests outside abortion clinics, Mormon temples and mosques.
It quoted Klein as saying he believes that California is riddled with Muslim Brotherhood sleeper cells "who are awaiting the trigger date and will begin randomly killing as many of us as they can."
In his brief interview with the AP, Bacile defiantly called Islam a cancer and said he intended the film to be a provocative political statement condemning the religion.
But several key facts Bacile provided proved false or questionable. Bacile told AP he was 56 but identified himself on his YouTube profile as 74. Bacile said he is a real estate developer, but Bacile does not appear in searches of California state licenses, including the Department of Real Estate.
Hollywood and California film industry groups and permit agencies said they had no records of the project under the name "Innocence of Muslims," but a Los Angeles film permit agency later found a record of a movie filmed in Los Angeles last year under the working title "Desert Warriors."
A man who answered a phone listed for the Vine Theater, a faded Hollywood movie house, confirmed that the film had run for a least a day, and possibly longer, several months ago, arranged by a customer known as "Sam."
Google Inc., which owns YouTube, pulled down the video Wednesday in Egypt, citing a legal complaint. It was still accessible in the U.S. and other countries.
Klein told the AP that he vowed to help make the movie but warned the filmmaker that "you're going to be the next Theo van Gogh." Van Gogh was a Dutch filmmaker killed by a Muslim extremist in 2004 after making a film that was perceived as insulting to Islam.
"We went into this knowing this was probably going to happen," Klein said.

He had just seen a video clip of himself tearing the ACL in his left knee and then rehabilitating the injury. He was asked about his fans' support and the emotions came pouring out, a stream of tears and heartfelt appreciation. His voice cracked as he answered.
"It's truly a blessing with all the stuff that is going on in the city," said Rose, a product of the tough Englewood neighborhood on Chicago's South Side. "A kid from Englewood's got something positive going on. That makes me feel so good. ... To have my true fans, that means a lot to me and I know it means a lot to my family."
It hasn't been the easiest time for the Chicago Bulls' superstar. Even so, he can see the improvement.
Rose says his surgically repaired knee is getting better and that he started jumping "a couple days ago," another step in his recovery. He is rehabilitating five days a week in an effort to return this season after that devastating injury.
Rose spoke Thursday at an unveiling of his new shoe and apparel line for Adidas. The 35-minute session was led by a company executive, and he did not take questions about basketball from the media. But the video got to him.
"Derrick is just as authentic as you can get," said Adidas global basketball vice president Lawrence Norman, who moderated the session. "There's no way you can measure that. That's probably the most important thing because that's the most endearing quality to his fans and to all of us."
It's also a big reason why his story ? from South Side to stardom with his hometown team and now a comeback from a major knee injury ? is such a big focus of the campaign surrounding the new product line. Rose hasn't said much about it since he went down. Other than video clips posted online and an interview with CSNChicago.com, he's been mostly quiet.
Rose tore the ACL late in the Bulls' playoff-opening win over Philadelphia, a huge setback that sent them spiraling toward a first-round exit after capturing the top seed in the East. The injury is expected to keep him out for a major chunk of the season. And even when he returns, it remains to be seen when or even if he'll regain the explosiveness that made him one of the game's best players.
"Everybody says All-Star break (to return), but we don't tell him that," older brother Reggie Rose said. "It's really just his mental psyche. That's the major thing we have to work on and his (confidence) playing with the injury, just knowing it was an injury and it's not still an injury."
Derrick Rose has been rehabilitating in California. That figures to change with training camp starting in a few weeks, but the results so far have been good.
"His body is looking amazing, his core and everything," Reggie said. "Right now, he's running a little bit. He's shooting. I know one of the major things he's going to have to have is his cardio."
Derrick Rose still experiences some soreness in his leg, but he sees the strides.
"I think this is the only time in my life I've worked on my core as much as I do now," he said.
Rose also endorsed his team, even though it'll have a different look.
Not only will the Bulls be missing their star for much of the season, the so-called "Bench Mob" is basically no more. Kyle Korver, Omer Asik, C.J. Watson and Ronnie Brewer are gone. In their place are veterans Kirk Hinrich, Nate Robinson and Nazr Mohammed, and there was Rose insisting the Bulls shouldn't be written off.
"That's my only goal is to win a championship," Rose said. "Hopefully, it's soon. I'm going to put my heart into it, whatever I do on and off the court. With the team that we have now, we have a good chance. We have a good shot with the players that we have coming in. With the players that we lost, I'm definitely going to miss them. But it's a business first and you're not going to have the same people every year. The players that we have and the coaches that we have, we're just going to have to make do and go out and try to win a championship."
Rose touched on some other subjects during the session, including the upcoming birth of his and his girlfriend's son along with the teachers strike in Chicago. Seeing kids out in the middle of the day when they should be in school isn't sitting well with him.
He's been vocal about it on Twitter, and he reiterated that on Thursday, expressing sympathy for the children and the parents in response.
"It hurts you," he said. "I'm going to have a kid, so this is one of the reasons why I'm thinking about it. I hope they change it soon. I'm praying for them."

A California-based filmmaker went into hiding after a YouTube trailer of his movie attacking Islam's prophet Muhammad sparked angry assaults by ultra-conservative Muslims on U.S. missions in Egypt and Libya. The U.S. ambassador to Libya and three American members of his staff were killed.
Speaking by phone Tuesday from an undisclosed location, writer and director Sam Bacile remained defiant, saying Islam is a cancer and that the 56-year-old intended his film to be a provocative political statement condemning the religion.
Protesters angered over Bacile's film opened fire on and burned down the U.S. consulate in the eastern Libyan city of Benghazi. Libyan officials said Wednesday that Ambassador Chris Stevens was killed Tuesday night when he and a group of embassy employees went to the consulate to try to evacuate staff as the building came under attack by a mob firing machine guns and rocket propelled grenades.
Bacile said he is a real estate developer and an Israeli Jew. But Israeli officials said they had not heard of him and there was no record of him being a citizen. They spoke on condition of anonymity because they are not permitted to share personal information with the media.
In Egypt, protesters scaled the walls of the U.S. embassy in Cairo and replaced an American flag with an Islamic banner.
"This is a political movie," Bacile told the AP. "The U.S. lost a lot of money and a lot of people in wars in Iraq and Afghanistan, but we're fighting with ideas."
Bacile said he believes the movie will help his native land by exposing Islam's flaws to the world.
"Islam is a cancer, period," he said repeatedly, his solemn voice thickly accented.
The two-hour movie, "Innocence of Muslims," cost $5 million to make and was financed with the help of more than 100 Jewish donors, said Bacile, who wrote and directed it.
The film claims Muhammad was a fraud. The14-minute trailer of the movie that reportedly set off the protests, posted on the website YouTube in an original English version and another dubbed into Egyptian Arabic, shows an amateur cast performing a wooden dialogue of insults disguised as revelations about Muhammad, whose obedient followers are presented as a cadre of goons.
It depicts Muhammad as a feckless philanderer who approved of child sexual abuse, among other overtly insulting claims that have caused outrage.
Muslims find it offensive to depict Muhammad in any manner, let alone insult the prophet. A Danish newspaper's 2005 publication of 12 caricatures of the prophet triggered riots in many Muslim countries.
Though Bacile was apologetic about the American who was killed as a result of the outrage over his film, he blamed lax embassy security and the perpetrators of the violence.
"I feel the security system (at the embassies) is no good," said Bacile. "America should do something to change it."
A consultant on the film, Steve Klein, said the filmmaker is concerned for family members who live in Egypt. Bacile declined to confirm.
Klein said he vowed to help Bacile make the movie but warned him that "you're going to be the next Theo van Gogh." Van Gogh was a Dutch filmmaker killed by a Muslim extremist in 2004 after making a film that was perceived as insulting to Islam.

Bacile's film was dubbed into Egyptian Arabic by someone he doesn't know, but he speaks enough Arabic to confirm that the translation is accurate. It was made in three months in the summer of 2011, with 59 actors and about 45 people behind the camera.
The full film has been shown once, to a mostly empty theater in Hollywood earlier this year, said Bacile.
ScienceDaily (Sep. 10, 2012) ? People who commit cyber-attacks against the government also tend to download music illegally and participate in physical protests. Surprisingly, however, they don't appear to be acting out of some sense of national pride or patriotism.
Those are some of the findings to emerge from a Michigan State University study that for the first time begins to paint a profile of "civilian cyber-warriors," or people who engage in attacks against domestic or foreign governments. Cybercrimes pose a huge societal risk and have become a hot issue globally, yet little is known about the mindset behind them.
"We were surprised to find that nationalism and patriotism were not predictors for cyber-attacks," said Thomas Holt, MSU associate professor of criminal justice and lead author on the study. "When officials attempt to identify today's civilian cyber-warriors, they shouldn't necessarily be looking for the person who is politically radical."
Damaging cyber-attacks, such as the Stuxnet virus that disrupted uranium enrichment work in Iran in 2010, have prompted calls for stricter Internet regulations and enforcement around the world. Congress was widely criticized in August when it failed to pass the Cybersecurity Act of 2012, even after many members warned of the catastrophic implications of cyber-attacks.
Holt said the faceless, borderless nature of the Internet allows individuals to mask their identity and better avoid detection. This has given rise to the civilian cyber-warrior, who can potentially attack vulnerable resources such as municipal water systems and power grids, he said.
But what might motivate them? To find out, Holt and fellow researcher Max Kilger surveyed 357 students from a U.S. university about their willingness to engage in protests, both online and offline, and in cyber-attacks. Eleven percent of the participants were international students, representing about 30 countries.
About 62 percent of participants said they were willing to participate in a physical protest if they believed their home government was being oppressive. More than 77 percent said they would post a Facebook message about the oppression.
A much smaller number of participants said they would engage in a cyber-attack such as defacing a government website (13 percent) or compromising a government server (10 percent). Of those who would engage in a cyber-attack, Holt said three common factors emerged: the participants were also inclined to download illegal music, movies and other media; they were likely to engage in physical protest behaviors; and they were not motivated by a general outlook or attitude toward their government.
"It may be that these individual behaviors correlate not to patriotism, but instead to an altruistic belief that all groups should be treated equally," Holt said. He added that his future research may begin to paint a clearer picture of what motivates cybercriminals.
The study appears online in the research journal Crime and Delinquency.
